Roll libxml from c444c96e to f506ec66

I previously rolled these commits in but then reverted them due to a
crash:

This roll includes additional libxml commits which fix the crash.

I manually verified that with this roll the crash from
https://issues.chromium.org/issues/333269270 does not occur.
