[Nearby] Add Standard Feature Usage Logging Add the class NearbyShareFeatureUsageMetrics that reports the user's Nearby Share eligibility, enabled status, and feature success data to the Standard Feature Usage Logging (SFUL) framework. The lifetime of this class mirrors that of the main Nearby Share service. We make the following changes to existing code: move the enabled/onboarded/policy state determination out of the Nearby Share metrics helper functions and into NearbyShareFeatureUsageMetrics. Manually verified using chrome://histograms. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
