[NTP Customizatin for MVT] Update MVT Visibility This CL updates the visibility of the MVT section in NTP by: 1. Implementing logic for the MVT visibility toggle within the NTP customization bottom sheet. This is achieved by adding an MVT listener to the bottom sheet. 2. Adding logic to the NTP to fetch the MVT section's visibility state from Shared Preferences. This state is used to update the MVT section's visibility immediately after its initialization. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
