Revert "Do not automatically run rebaseline for webview yet" This reverts commit bfdd6a16e2132f949af0e3c98c3e1f6bf82daca0. Reason for revert: Linux presubmit is failing because "webview is not a known platform". Since original CL removes webview test suite, seems likely to be the culprit. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
