Reland "Modularize //chrome/browser/prefs" This is a reland of commit f1d5d625ba185fe913e7e8174668be2029848833 The deps for android_sync_integration_tests_deps should have been added to c/b/sync/test/integration/sync_integration_tests.gni instead. This CL fixes the issue by moving deps on //chrome/browser/prefs to sync_integration_tests.gni's deps. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
