Create Shared Image with BGRA to Match IOSurface Format

Although CopyImage function only supports on Windows right now, we need
to use it for an Edge feature on MacOS. In Chromium 134, enabling
`DefaultANGLEMetal` on Mac ARM64 causes a format mismatch between
IOSurface (BGRA) and Shared Image (RGBA).

Previously, the override from RGBA to BGRA was applied when
gr_context_type_ was kGL, making the mismatch unnoticeable. However,
with SkiaGraphite (gr_context_type_ = kSkiaGraphite), this override no
longer applies, exposing the issue.

This change ensures Shared Images are always created with BGRA on macOS
to match IOSurface.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
