[iOS] Add Auto-deletion IPH FET Triggers

In this CL, the FET tracker's notify function was added to the clear
browsing data action and the create new Incognito tab action buttons.
By using the FET, this notifies the Auto-deletion IPH to display the
next time the user downloads content to their device.

In addition, the Auto-deletion's FET session_rate config property was
modified to allow the IPH be displayed an infinite number of times per
session. This change was made because previously the IPH would not
appear after the user downloaded a file if that download occurred in the
same session that they hit an Auto-deletion IPH trigger point. Since
there is an additional Pref boolean that tracks whether the IPH has been
shown, the session_rate property can safely be modified in this case.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
