Saved Desks: Implement Type Mapping for crosapi tab groups This CL implements type mapping for crosapi tab groups. In order to do this the app_restore::TabGroupInfo translation unit was moved to tab_groups. This is because app_restore has a dependency on "ash/constants" and crosapi cannot depend on ash. This also adds the new target to both the desks_storage and chrome/browser/ui/ash dependencies and cleans up/changes includes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
