[ssci] Refactor ParseDir to call helper functions

The goal is to implement changes so that //tools/licenses/licenses.py
can support README.chromium files that have multiple dependencies
described in the one file.

This CL refactors ParseDir to separate file parsing and metadata
processing, but still limited to one dependency per file. A follow-up
CL will then be created to support multiple dependencies per file.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
