[BabelOrca] Add proto http streaming parser. This the first step for creating a BabelOrca stream parsing service. This CL introduces a parser for the StreamBody message that wraps the Tachyon receive response message, it will be sandboxed per the rule of 2 as it is parsing the proto stream byte by byte. The service will be added in the child CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
