Reland "Enable FontAccess feature by default everywhere except for Android."

This is a reland of commit 39041e1a693cfa7dff4931e2ad8c46ed90dd57ef

This fixes the android_webview test failure by explicitly excluding
the new global method and interfaces from the expected list.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
