media/gpu: H.264 add safe math checks for expected pic order count

Previous to this CL, the H.264 decoder would not check an SPS slice's
|expected_delta_per_pic_order_cnt_cycle| parameter. If this is not
initialized properly and negative, it can lead to integer overflow
errors when attempting to calculate pic order counts.

Updates H.264 decoder to check that the expected pic order count
calculation is valid and won't cause an integer overflow.

Also ran the fuzzer test attached to the bug successfully.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
