Refactor Decoder::GetDisplayName() This converts Decoder::GetDisplayName() into Decoder::GetDecoderType() for use in reporting statistics and logging. Rather than switching on a hash of a decoder name to generate a UKM id, decoders will just return the UKM enum entry directly, and any logging information can be generated in turn from that ID. - Verify that it's ok to change what gets reported to UKM. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
