[views-ax] Migrate TableView Rows/Cells Accessible kInvisible + kName

This CL migrates the TableView's VirtualAccessibility children which
represent the rows and cells to the new system of setting attributes
when the value is updated, rather than computing it when queried,
for their kInvisible and kName accessible attribute.

For the kName attribute, this acts as a reland of CL:5758269
since it had a failure in a bot because we went down a code path that
was going to be eliminated in this CL, so I just merged the two into
this one CL. I locally tested that the test passed as well as added
the try bot `linux-blink-web-tests-force-accessibility-rel` to the run
here since that's the one that failed.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
