DrawImageRectOp calls drawImage when src is entire image and mipmapped.

Skia no longer allows mipmapping with kStrict_SrcRectConstraint and
will downgrade to bilinear filtering.

The reason is that the strict constraint is not really enforceable
beyond the base MIP level. This was handled inconsistently between the
CPU and GPU backends. GPU didn't really enforce the strict subsetting
and CPU creates a new set of MIP levels for each subset rect during
SkCanvas::drawImage (while Chrome goes out of its away to ensure MIP
levels for the entire image are prepared ahead of time only to be
ignored). This will allow Skia to remove dynamic generation of MIP
levels for SkImage subsets from the CPU backend.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
