[Private Network Access] Record UMA histogram for each check result. At the same time, stop recording WebFeature usage when a request is blocked. This will show us the impact of the launch in the declining WebFeature usage, as well as in the increasing `kBlockedByPolicyBlock` histogram counts. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
