[ServiceWorker] Add worker lifecycle status to ServiceWorkerRunningInfo. We'd like to make the lifecycle status available to the //extensions layer so we can log it for debugging purposes. We suspect it might be a factor in the cause of why we are registering multiple workers (which is normal for web service worker, but not expected for extension service workers). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
