Revert "[LoongArch] tools/clang/scripts: add LoongArch as one of the target to build." This reverts commit 13d4d9000d7320838a4f4068751e23e909809ac0. Reason for revert: An old package with subrevision -2 already existed, so the binaries from this CL were never uploaded, and we rolled in the old -2 binaries. Reverting because that's not what we wanted. (See comment on the code review.) For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
