Fix Data Controls paste not being replaced back after warning bypass

This is to remedy a found edge case. Clipboard data gets replaced with a block rule for the OS clipboard. This is fine when we paste it in another browser window, but when we also have a warn rule on paste, bypassing the rule does not replace it back with the original data.

I'm changing the location for the original paste replacement so that it happens when either no DC rule gets triggered or warning gets bypassed.
