[PIX] Metrics cleanup - Phase 4 The metrics file can't access the PurchaseActionResult enum because of a dependency issue making it's histogram logging logic convoluted. It is fixed in 2 CLs. This CL is 2/2. Directly pass the PurchaseActionResult enum to the metrics file. It's a no-op. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
