[WebAuthn] Mock Windows biometric checks in unit tests

A change that added a biometric availability check on Windows during
device discovery caused some unit test flakiness. Speculatively, this
seems likely to be caused by the platform API call still being in
progress sometimes when the test completes, since `RunUntilIdle` won't
know to wait for it.

By instantiating an override, the API call is circumvented.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
