[skyvault] Use CloudUpload flow for downloads in SkyVault TT. As SkyVault TT is still broken with direct download to FuseBox (b/346309862) we're changing it to use already implemented CloudUpload flow starting with M128 under SkyVault flag (without SkyVaultV2 too). This should fix the behavior for TT customers, but might not fully introduce UX approved for GA. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
