[text-spacing-trim] Support `space-all` This patch supports `text-spacing-trim: space-all`. The `chws` feature is on by default for Chromium, so the test fails without the flag, but when the runtime flag is on, it disables the `chws` feature as well, in addition not applying the `HanKerning` algorithm. This patch has no behavior changes as changes are under a runtime flag. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
