[iOS] Interstitial page doesn't show Safe Browsing settings This is a merge to M103. The Safe Browsing interstitial page doesn't show the Safe Browsing settings page when "Standard Protection" is enabled and the link "turn on enhanced protection" is pressed. This only happens when a WebState is inserted which we do not cover in the current implementation. This CL adds logic to account for WebStates that are inserted. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
