Pass fragmentainer capacity to fragmentation util functions. The idea here is that the constraint space won't always know the correct amount of space available, if box decorations are to be cloned (yet to be landed). Although the fragment builder will know the size, the fragment builder isn't always available (e.g. with floats laid out from the inline layout algorithm) at every call site. And this is a good thing, since we sometimes want to consult the fragmentation machinery without any side-effects. No behavior changes intended. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
