Small draw quads should not contribute to the occluder The inclusion of very small quads in the occluder can lead to increased occluder complexity. This necessitates a larger number of quad splits to mitigate overdraw, often exceeding the `quad_split_limit` threshold. Consequently, occlusion culling for quads is disabled, resulting in a rise in overall overdraw. This problem can be tackled by not adding small quads to the occluder. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
