extensions: Open regular page if chrome://extensions opened in incognito When chrome://extensions is accessed in an incognito tab, it should open the page on the regular tab. This change implements it by updating ExternalNavigationHandler to rewrite the request to an intent to open the page, and updating intent handler to be able to handle the specific URL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
