Returns the active desk index for unassignedworkspace.

Problem: In lacros, when toggling "All desks" in menu,
the desk menu has to be assigned back to the active desk.
But it still stays "All desks".

This is because we clear kWindowWorkspaceKey to UnassignedWorkpace
if "All desk" is toggling.
To handle this, we have to return the active desk index
for unassignedworkspace value.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
