Make chrome://signin-dice-web-intercept loadable in normal tab To avoid it crashing on load, we can now call it with `?debug` to initialize it with some placeholder parameters and make it possible to render the bubble without triggering a sign in interception. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
