[Android] Deflake SensitiveContentTest using a non-batched entry point SensitiveContentTest is not batched so it should use ChromeTabbedActivityPublicTransitEntryPoints instead of BlankCTATabInitialStatePublicTransitRule (which is meant for resetting state between tests). The combination of this with declaring ChromeTabbedActivityTestRule as a @Rule rather than @ClassRule made command line flags from the test harness not be applied. --force-online-connection-state-for-indicator was not applied in this test, which made the "No Internet connection" banner show up and push the toolbar down at a somewhat random time, which made clicking the Tab Switcher button flaky. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
