Replace -march= with -mfeature toggles. Some build configurations (e.g. ChromeOS) explicitly add an -march=x86-64 to the build flags, which overrides our -march=haswell/skylake setting. However, it is still safe to enable feature flags like -mavx2; -march=x86-64 will not un-set them. This will hopefully help unblock the skcms -> Skia roll. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
