Migrate USE_DBUS to a BUILDFLAG This is intended to prevent incidents like [1] which added defined(USE_DBUS) in code but did not add the define to the build target. BUILDFLAG avoids this issue by causing a compile-time error when the dependency on the buildflag header is missing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
