[Sync] Split NigoriSyncBridge::GetData() This CL splits GetData() into GetDataForCommit() and GetDataForDebugging(): 1. This makes Nigori bridge more aligned with regular ModelTypeSyncBridge 2. More importantly, checks inside the implementation could be adjusted depending on the calling side. There is some mess here and split is a first step to address it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
