[Managed prefs] Reuse highlight managed pref for Preload pages settings This CL changes Preload pages settings to use the new UI for managed preferences according to these mocks: go/clank-metricsreportingenabled-ui-review (slides 12-13 are the most useful for this CL). The new layout (managed_disclaimer_preference_for_radio_groups.xml) introduced by this CL will be reused in a follow-up by the Safe Browsing settings menu, which has a very similar format. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
