Fenced Frames: Enforce opt-in via S-L-M for nested iframes as well This CL implements the enforced opt-in via supports-loading-mode for nested iframes inside a fenced frame. The "Sec-Fetch-Dest" header value will be "fencedframe" for the nested iframes as well to signal to the servers that they need to opt-in in order to load. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
