Default Apps: Fix calculator PWA order and shelf pin The calculator chrome app is being migrated to a PWA. This CL sets a default launcher position for the app in the same place as the Chrome App, which fixes the launcher position for new users. Existing users will have their app migrated in-place, which will preserve their correct launcher position. Additionally, this explicitly prevents the app from being pinned to the shelf, which is (surprisingly) a default option for preinstalled web apps. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
