exo: (reland) Implement zcr_color_manager color space functions For consistency, this CL also makes resource names more specific across the color manager file. BUG=b:192562912 TESTED=Hidden behind a build flag, but it builds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
