Robust handling of empty embed objects This is a required precursor for synchronous a11y serialization in CL:3914885. Sometimes an empty embed or object is serialized earlier that it would have been. Make sure that they are always marked ignored/disabled/non-focusable, and that dump tree tests don't wait for them to have children. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
