make feature-enable bools for glic api consistent sends all feature-enable bools used to enable pieces of the glic API through the WebClientInitialState message. This is a bit better as it avoids string based lookup, and should provide a better example for future CLs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
