[Android] Inline methods from CachedFeatureFlags CachedFeatureFlags's logic is being distributed to other classes. It is meant to be deleted soon. Also move the header comment of CachedFeatureFlags since now it should not be referenced very often, and move the header to CachedFlag, now the main class for CachedFlags. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
