[TreesInViz] Refine LayerContextImplTest setup This change buffs up the default update to include the minimal property nodes and layers. CC assumes that certain property nodes are always created, or otherwise will crash when actual layers are added to the tree. Subsequent CLs will be testing actual layer additions. Follow ups will also be needed to ensure that LayerContextImpl handles missing property nodes gracefully. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
