viz: remove fallback for non backed solid color overlays This fallback was used when we did not have a proper support for non-backed solid color buffers in Wayland for Lacros. Now, there is either augmenter or solid color buffer protocols that support that. Those have been supported for some long time already. Thus, it must be safe to remove them. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
