Make window.resizeTo|By respect minimum window size The following patch introduced a regression which made window.resizeTo not respect the minimum window size: https://crrev.com/d9e66552ef33e5541abddb857b8a44391af65933 The patch changes how window constraints are applied, window dimensions might be overridden by the browser asynchronously after the browser has permitted the resize operation. As the browser does not apply the constraints for minimum window in the its end and just check screen constraints, this lead to a change in behaviour. This patch makes window.resizeTo respect the minimum window size if WindowPlacement is enabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
