[open tab] Remove minimum query length threshold from provider Having this minimum query length causes a bug: a one character query will produce a standard web result, and adding a second character will swap it for an open tab result. This kind of filtering logic is better done within the launcher ranking system I think, so this CL removes it from the provider. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
