Revert "Reduce the unnecessary IPC inside capture service" This reverts commit 733b4090a652438b0d6436d489ff6028dddd1b2f. Reason for revert: https://crbug.com/1363064 Original change's description: > Reduce the unnecessary IPC inside capture service > > Before crbug.com/783442, VideoCaptureService supports one client per device, DeviceFactory and Device are used for the mojo communication between capture process and browser process. After adding the multi-receiver support for a video capture device, VideoSourceImpl was introduced to replace the mojo IPC for DeviceFactory/Device, but it also doing IPC call with DeviceFactory/Device, this is not needed since they are in the same process. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
