[TabAlert] Delete usage of TabUtils::GetTabAlertStatesForTab()

Clients should get active tab alerts from the TabAlertController instead
of TabUtils::GetTabAlertStatesForTab() since the controller caches
active alerts instead of needing to regenerate a list of active alerts
each time a client calls GetTabAlertStatesForTab();
