DevTools: Use ScopedObservation for ServiceWorkerDevToolsManager observers Modernize the observer pattern for `ServiceWorkerDevToolsManager` by replacing manual `AddObserver`/`RemoveObserver` calls with the safer `base::ScopedObservation`. This change updates all implementers (`BrowserAutoAttacher`, `ServiceWorkerAutoAttacher`) to use the new pattern for improved lifetime management and code consistency. The base `Observer` has also been updated to inherit from `CheckedObserver` and enforce a stricter interface contract with pure virtual methods. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
