clean up the flag in ToolbarPhone UX revamp phrase 2 launched, so this CL clean up the params modernize_visual_update_active_color_on_omnibox for the OMNIBOX_MODERNIZE_VISUAL_UPDATE. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
