[PDF OCR] Add screen reader alert and handle a request when not ready Add screen reader alert to notify of the Screen AI library install status, and keep the PDF OCR "always"/"only once" request until the library is ready. As adding a ScreenAIInstallState observer will trigger the library download, this observer is now added when the user activates PDF OCR always/once. If it fails to download the library, set the PDF OCR pref to be false to toggle off the PDF OCR button. In this case, activating PDF OCR always/once will trigger the library download again. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
