Don't anchor suggestions to bottom for BottomToolbarV1.

The change ensures suggestions are placed on top of the list, and
are navigated top->bottom with Bottom Toolbar V1 feature.

The BottomToolbarV1 feature reports toolbar position set to Bottom
when the Omnibox is active and snaps to top of the screen. This
value is corrected shortly after the initial set of suggestions is
pushed, but unfortunately too late for the code to take a meaningful
action.
